Measures to eliminate international narco-terrorism
The issue:
.In the original context, narcoterrorism is understood as an attempt of narcotics traffickers to influence the polices of a government or a society through violence and intimidation, and to hinder the enforcement of the law and the administration of justice by the systematic threat or use of such violence.
The term has become a subject of controversy, largely due to its use in discussing violent opposition to the US Government's War on Drugs.
Heroin, cocaine production and trafficking are from Latin America, Iran, Thailand, Afghanistan, Myanmar, Mexico that now spills over to the United States, Canada and other countries. There are also known centers of operations in the Tri-Border Areas of TBA -- Argentina, Brazil, and Paraguay.

At the beginning…
Narco-terrorism is a term coined by the former President Fernando Belaúnde Terry of Peru in 1983 when describing terrorist-type attacks against his nation's anti-narcotics police.
Pablo Escobar's ruthless violence in his dealings with the Colombian and Peruvian government is probably one of the best known and best documented examples of narcoterrorism.. Drug lord gained world infamy from the drug trade and in 1989 Forbes magazine that listed him as the seventh richest man in the world. However while seen as an enemy of the United States and Colombian governments, Escobar was a hero to many in Medellín (especially the poor people); he worked to create goodwill among the poor people of Colombia. A lifelong sports fan, he was credited with building football fields and multi-sports courts, sponsoring little league football teams.
The term is being increasingly used for known terrorist organizations that are engaged in drug trafficking activity to fund their operations and gain recruits and expertise. Such organizations include:

Narco-terrorists and the international criminal organizations that thrive on the illegal drug trade now threaten the national security of many nations.the U.S. and international law-enforcement agencies overlook the connections between Narco-terrorists and the international criminal organizations, thereby unwittingly abetting the escalation in terrorism.

The Commission on Narcotic Drugs is established the Subcommission to serve as a consultative body that would provide the Commission with a regional perspective on dealing with illicit drug activity in the Near and Middle East.
The members of the Subcommission are: Afghanistan, Azerbaijan, Bahrain, Egypt, India, the Islamic Republic of Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, the Syrian Arab Republic, Tajikistan, Turkey, Turkmenistan, the United Arab Emirates, Uzbekistan and Yemen.
